I don’t think every western nation is in a situation like this, a few maybe and some way more than others. C ertain areas are more prone to it than others .
In my area alone, when ever there has been really heavy rain fall or floods, all the bridges large or small, road or rail bridges get inspected for damage. I’m not saying were great in the U.K. by a long way.

Only 20? There are 136 bridges in the Baton Rouge area which received a poor rating. https://bridgereports.com/la/east-baton-rouge/exhibit/
I once built a map for the area which showed all of the school bus routes along with the bridge conditions. There wasn’t a route that didn’t cross a bridge with a poor rating.

German infrastructure makes this area look like the 19th century, and we have it better than many.
Low tax, low amenity, that’s what the drones want. You gotta pay for nice things and have a society that values them.

k most of the bridges in my area are fine, they seem to receive work often enough, but some of the roads are terrible...potholes and the like...

Were not getting as many potholes in the plastic roads as we did in regular asphalt ones. We were the first city in the U.K. to mix some recycled plastic in with the asphalt and it seems to be paying off. It's passed all the weather and braking tests but also seems to be much quieter to drive on.

I am sure it is everywhere thanks to a certain generation who came of age when everything was freshly built, and refuse to pay it forward.
I suspect even my relatively first world (relative to much of Murka) state is like Beirut 1985 compared to Germany, however.

Here’s Seattle’s latest infrasructure nightmare, a large bridge on one of the most major commuting arterials failing decades before slated replacement:
Add this to a stupendously expensive light rail project exacerbated by prior generations refusing federal funding for a system ~45 years ago (the same types who now bitch and moan the loudest about the expense as they don’t want to pay taxes on the now-fantastically expensive property they bought for nothing back when regular working people could do so), and I suspect nobody in first world Europe is envious.

Having proper infrastructure for different types of transportation (on foot, on a bicycle, in a car and public transportation) is something I regard as a form of freedom. It is odd to me you only have 1 out of 4 in the US, and (as a society) are fine with that utter lack of choice.

Hey I have the freedom to risk my life on foot or on a bike due to lack of enforcement , commute 2 hours each way if I want “affordable” housing, or deal with a beleaguered bus network or a small light rail system (the former not a real option if I want “affordable” housing) that might be finished by the time I retire. Choices! Freedom!
